EVALUATIONS

Impact evaluations play a crucial role in global health by providing evidence of the effectiveness of global health interventions, policies, and programs. These evaluations help determine whether initiatives achieve their intended health outcomes, improve healthcare quality, and contribute to population health goals. They provide critical evidence for informed decision-making by policymakers and donors while holding organizations accountable to their institutional mandates and to global goals, such as the United Nations Sustainable Development Goals. In the past, I led field-based impact audits for bilateral and multilateral agencies, spanning program operations across 50 countries, and representing $500 in foreign aid investments. Today, I am interested in the development and of AI and large language models to healthcare databases (e.g. electronic medical records) to assess population health needs and for the monitoring of clinical and program effectiveness of public health interventions. European Commission

I co-led the design and implementation of a field-based evaluation of a EUR 20 million investment by the European Commission into food security and water, sanitation and hygiene (WASH) programs in the Democratic People’s Republic of Korea (North Korea). Recommendations for improving program cost-effectiveness and measurable health impacts were adopted by international non-profit agencies working in-country.

Global Affairs Canada

Holding a multi-year standing offer agreement with Global Affairs, I led evaluations of Canadian foreign aid investments in humanitarian assistance, agriculture, gender equality, and health, cumulatively valued at over $120 million in programming. These performance evaluations utilized results-based management methods to assess outputs and outcomes aligned with the UN SDG and Organisation for Economic Co-operation and Development metrics.

World Health Organization  

I co-led the first comprehensive scientific and management evaluation of the World Health Organization (WHO) International Health Regulations tool for assessing public health emergencies of international concern. Evaluation findings and recommendations were endorsed by 194 signatory states, co-published with WHO in the Journal of Globalization & Health, and presented at the World Health Assembly.

United States Agency for International Development

I led a healthcare performance evaluation of the President's Emergency Plan for AIDS Relief’s US $200 million investment in nutritional support programs for people living with HIV. The evaluation involved quantifying availability, access and quality of healthcare services across 336 HIV clinics in nine sub-Saharan African countries, representing over 500,000 patients. Findings from this evaluation were published in the Journal of Public Health Nutrition and informed priorities for USAID's future regional programming in Africa.

UNICEF

An estimated 2 billion people worldwide are affected by micronutrient deficiencies. In partnership with national Ministries of Health and corporate foundations, I designed monitoring & evaluation systems for UNICEF’s Micronutrient Initiative which distributes vitamins and minerals to millions of women and children in low-income countries. The initial pilot in Rwanda has now been adopted as industry best practice and is being rolled out health systems in 8 countries across Africa and Asia to track health outcomes among millions of beneficiaries.

World Bank Group

I led an evaluation of World Bank’s US$9.7 million investment in the demobilization and reintegration of ex-combatants in the Central African Republic. Evaluation recommendations regarding human security, financial sustainability, and health care access were adopted by World Bank senior leadership to enhance program effectiveness. I also previously advised the World Bank's Information Communications & Technology (ICT) through a joint standing offer agreement.
